Could There Be Fraud Happening in the ARCH Program at Issaquah Highlands?

I have sold numerous ARCH homes in the Issaquah Highlands and it seems like some homeowners are breaking the rules in order to rent out their units. It specifically states that this must be your primary residence and that no rentals are allowed.  The rules are quite strict and even had a particular situation where I was selling a unit last

That said, if you thinking about

There are plenty of buyers entering the market, but not enough properties to go around. Last year King County prices soared over 11% on average with some areas nearing 30% appreciation in just 1 year.
